Assistant Attorney General Mark Donnelly, did you really mean what you said?

Michigan’s prison system is the target of a class-action lawsuit alleging that guards and other workers failed to prevent the sexual assault of male teen inmates who were locked up with adults. The state is fighting the suit -- read the story here, but this quote stuck out: “There are inherent risks of being incarcerated, whether someone is under 18 years old or they are over 18 years old. … Prisons are not where you want to spend your time,” Assistant Attorney General Mark Donnelly told the judge. “Just because someone is in our custody and they get injured, it does not mean we are liable for that injury.”

Say what? Does this mean that when you put a 16-year-old boy in a communal shower with hardened adult criminals, if he gets raped, it's not your fault?

Seriously, Mr. Donnelly?
