Woman charged with falsely reporting kidnap, rape

If you see someone who looks like either of the men pictured, do not panic, and do not call the police. The men pictured were apparently concocted out of whole cloth by a woman police now say lied about being kidnapped and raped.

On February 16, 2012, Jennifer Marie Shipley, 32, of Marietta, Georgia, claimed she had been kidnapped and raped over the course of two days in January 2012.  The police asked for the public’s help identifying two men wanted in the attack. These artist sketches appeared in the news report.

According to the news report:  "Police said the attack began on Jan. 17, when the woman was walking along Windy Hill Road near South Cobb drive in Smyrna. About 8 p.m. that night, she was forced at gunpoint into a 1990s gold Chevrolet Caprice and taken to an unknown location, where she was beaten and sexually assaulted, according to police."  Shipley claimed she wasn't released for two days.

One of the suspects was described as a black male with dreadlocks in his early 20s, 6 feet 2 and 140 pounds. The other suspect was described as a Latino male in his early 20s with short, black, spiked hair, 5 feet 2 and 150 pounds.  Ms. Shipley is white.

Now police say the kidnapping and the rape never happened. Ms. Shipley has been arrested and charged with making the incident up. Police did not give a motive for Shipley's actions.  Police say they have obtained evidence that led to Shipley’s arrest but did not provide details on the evidence. She was charged with one count of making a false statement.

The Southern poverty law center (who by the way has very few minorities besides the "white sexual minority"), is in fact persecuting further the black man when they call this site a "Hate Site".
This site may be the most effective site in combatting the false persecutions on the black man, and the "NEW SOUTHERN POVERY LAW CENTER" calls it a hate site. How convenient.

”Police did not give a motive for Shipley's actions.”

As is so often the case (wouldn’t want to embarrass the poor little lady any further by exposing her real reason). But, of course, we have a pretty good clue contained within the articles text anyway:

”Shipley claimed she wasn't released for two days.”

Now, if a woman needs to explain a two-day absence (to husband, boyfriend, family, or even just friends), what could possibly workout better than claiming to have been kidnapped and raped (worked out for Twana Brawly, and how many others now?).

What I find most interesting about this particular case is the length of it’s pendency before she was finally arrested. The fabricated incident was alleged to have occurred in February of 2011, but it isn’t until February of 2012 that she is finally arrested for it.

Thus, for a whole year, she was able to effectively keep up the charade of victimhood. I wonder if the person (or persons) she set out to fool were actually fooled by her lies? I wonder if she was given $7,000 of victims assistance money to help her overcome the non-existent latent effects of her non-existent ordeal?

And, I wonder how many short Hispanic men and how many tall black men had to endure the suspicious eyes of strangers simply because they looked something like the artists sketches of the non-existent non-assailants?

Well, at least she’s charged with the top possible count in Georgia’s Criminal Code for false reporting a crime to police. Unless she has a criminal record, she’s probably looking at a $250 dollar fine and 80-100 hours of community service.

If you happen to live in Georgia, and you find yourself pissed-off at the though that a woman like Jennifer Marie Shipley can make a false allegation that not only ties up law enforcement resources for a whole year, but also potentially imperils countless numbers of men who will be subject to the unfounded suspicions of both law enforcement and the public, and yet she can only be charged with a misdemeanor offense; don’t just rant (here) that she ought to be given a sentence more in-line with what any man who might have ended up arrested for the crime that never happened would have been facing. Write to your state representative and ask why the Georgia Code - Crimes and Offenses - Title 16, Section 16-10-26 does not allow for those who who willfully and knowingly gives or causes a false report of a crime to be given to any law enforcement officer or agency of this state cannot be charged with a felony when that falsely alleged crime is itself a felony? Cite the case of Jennifer Marie Shipley. Point out that it was a white women falsely alleging that a black and a Hispanic man kidnapped and raped her (racially targeting? Shouldn't the SPLC be concerned?), and ask why all the trouble she has caused should only warrant a misdemeanor charge, and light sentencing as proscribed by Georgia’s Sentencing Guidelines?

Our mistake, SLW -- it should have said 2012, not 2011. We corrected it.

Those ARE scary looking men alright.

Whenever I see men that look like that I will probably presume they are rapists.

All men that look like that.

...all men, in fact.

See how that works?

I totally agree it should be a felony. And although I don't agree with the sex offender registry as long as it exists if you make a FRA you for sure should be on it.

When I first started reading about FRA I could not believe that women got off with virtually nothing for making them. I thought if you made a FRA you would get like a decade in jail.

I don't know how anyone can think it's fair to just let someone get away with this.

Also in the Kobe case that woman got like $18,000 from a victims group if I remember right just for making an accusation.
