DETECTIVES investigating a report of a sexual assault in Skelmersdale have found the allegation did not take place as initially reported and no criminal offence has been committed.
The alleged incident was reported to have taken place in the Birch Green area of the town on Tuesday 15th November.
The inquiry has now concluded and officers would reassure the local community that all such allegations are taken seriously and treated sensitively.

False rape accusations take time and money from true rape accusations.

Of course they do not. They have to “absorb” all such costs as a part of “doing business”. There is no mechanism to bill the Fed for the cost of individual cases handled. Intelligent people realize this already.
Now, of course, there are competitively awarded grants (I can’t believe you forgot all this already) under legislation like VAWA, which sets aside ~$67M/yr for both police and prosecution efforts which have some focus on addressing violence against women (under the ever expanding definition of what constitutes violence against women) to bid for as partial funding for programs they intend to initiate or continue (if the program is already in existence).
And, do note, that since this process is controlled by Federal government bureaucracy (or, kleptocracy, it you prefer a more apt name), not only is about 15% of all funding “skimmed” in order to fund that bureaucracy, but the awarding process ends up being heavily politicized. Just because an agency can point to higher crime stats in it’s bid effort, it amounts to little if another agency has a powerful elected representative “going to bat” for them. Anyone who’s the least bit familiar with the way the US Federal Government operates will easily recognize this sad reality.
Still, the bottom-line remains that individual agency’s must cover the costs of each and every case they are called on to handle out of their pre-determined (and, currently shrinking) annual budgets. There is no money to be made in LE by handling false allegations of rape, nor any other crime. There is no direct profit incentive in LE to increase any crime statistics (and plenty of demand from local politicians and chambers of commerce to keep those numbers down). Winning the VAWA competitive bid awards has little to do with actual crime statistics, but relies much more of the “presentation” of an intended program aimed at VAWA-type efforts. It’s a matter of “selling” a program more than it is a plea to help those who have real needs. And, it sure helps to have some political influence in the game.
Your overwrought concern about LE “manufacturing” crime statistics is for naught. Agency’s get caught trying to hide/decrease the number of crimes on a regular basis. Why would that be, if they had something tangible to gain by inflating those numbers instead?
And, the simple reality is that the SGI flat-out hates the UCR reporting of “Rape”. Despite the obvious efforts to inflate those numbers by broad inclusion of all sexual assaults, the total numbers by year are still a huge disappointment to SGI elements like RAINN. In fact, those numbers are so detrimental to their efforts to portray a “rape epidemic” that they have been forced to “manufacture” new numbers that they feel that they can work with. That’s why we have them claiming that somewhere between 60% and 90+% of all rapes are not reported. The actual numbers provided via LE to the UCR just aren’t enough for them to make their case. It’s much like how Susan Brownmiller provided us with the now nearly ubiquitous idea that only 2% of all rape claims are false. She didn’t have a real number that she felt would be convincing of her case (set forth in her book), so she just made one up [aka “pulled from her a$$”].
As far as LE reported crime stats go, if the DOJ didn’t collect and report actual numbers reported to them, you can bet that the SGI would have a field day making all sorts of exaggerated claims (like 1 in 4, etc) that would be difficult to disprove. Face it, the UCR is no friend to the SGI.
