No reason why she made the claim. We are glad to see that they will pursue charges instead of letting her walk.
Toshanda Mann to face charges after falsely claiming rape.
JACKSONVILLE, FL -- The Jacksonville Sheriff's Office now wants misdemeanor charges filed against a woman who claimed a man raped her at the Avenues Mall then recanted her story.
Toshanda Mann initially said a man followed her into a bathroom at the mall where he covered he mouth and raped her.
Days later, Mann told police she made it up.
Investigators with JSO initially said no charges would be filed in the case.
JSO decided it would charge Mann with filing a false report as her story evolved into a complete falsification.
Toshanda Mann was issued a notice to appear.
She does not have a prior record.

Unfortunately, the laws on the books (in most every jurisdiction that I'm aware of) do not allow for a felony charge to be applied to false reporting.
The laws need to be changed to allow for a broader range of penalties to be sought, based on the the harm done via the false allegation.
In this case, it appears no one was arrested, and the recantation occurred after only a few days [my speculation: the police could find no supportive evidence to her claim, and thus reinterviewed her, taking a harder line with her, causing her to "crack"].
Thus, in this particular incident, felony charges would not be warranted, but she should be fined the full cost of the investigation.
However, when individuals do get arrest, smeared in the press, and lose jobs (etc), as we saw with the Hoftra rape hoax, then felony charges would be wholly justified.
